Researched Before the Session. Ratified During It. Published After.
Every White Paper follows the same disciplined cycle — designed so that by the time speakers walk on stage, the paper is already substantially researched, and the live session becomes its final ratification, not its starting point.
The Six Stages
- Weeks 1–2 — Topic Selection: national priorities identified, industry challenges shortlisted
- Weeks 2–3 — Speaker & Keynote Selection: CXOs, founders, ministers, policymakers, academicians confirmed
- Weeks 3–5 — Call for Papers: universities, research institutes, startups and MSMEs submit research
- Weeks 5–6 — Draft White Paper: IGEN Editorial Team compiles background research, statistics, global benchmarking
- ~2 weeks before — pre-event review meeting (Google Meet) with speakers and shortlisted student researchers
- Live session — the panel discussion debates, refines and ratifies the White Paper on stage

The Cycle in Motion
The 8-week cycle is why VBC’s output is citable and government-ready, not just a panel-discussion summary.
Call for Papers and speaker slots close roughly 3 weeks before the live session — once a topic’s contributor list is finalised, late submissions miss the credited-contributor list entirely.
The 8-week cycle exists to make Viksit Bharat 2047’s evidence base rigorous and timely — every White Paper is ready to act on the moment it’s ratified.
