This is not conference documentation. It is a national knowledge-production system: 18 White Papers per city, 540 over five years — every one of those 540 session slots already pre-planned by city, sector and financial year.

The 8-Week White Paper Manufacturing Cycle

Every White Paper follows the same disciplined, six-stage cycle — designed so that by the time speakers walk on stage, the paper is already substantially researched, and the live session becomes its final ratification, not its starting point.
  • Weeks 1–2 — Topic Selection: national priorities identified, industry challenges shortlisted
  • Weeks 2–3 — Speaker & Keynote Selection: CXOs, founders, ministers, policymakers, academicians confirmed
  • Weeks 3–5 — Call for Papers: universities, research institutes, startups and MSMEs submit research
  • Weeks 5–6 — Draft White Paper: IGEN Editorial Team compiles background research, statistics, global benchmarking
  • ~2 weeks before — pre-event review meeting with speakers and shortlisted student researchers
  • Live session — the panel discussion debates, refines and ratifies the White Paper on stage

Hall Two runs concurrently, focused on GDP Focus Sector panel discussions — industry-specific, innovation-led, and grounded in sector data. Like Hall One, every Hall Two session is a full White Paper Manufacturing Session, producing the other 9 White Papers per city.

Nine from Hall One, nine from Hall Two — 18 White Papers manufactured in every single VBC city event. Multiply that by 30 conferences across five years, and VBC becomes the single largest recurring, evidence-based knowledge-production programme tied to any national economic vision in India.

The Hourly Topic Slot System — Topic 1 → Topic N

Every VBC city event is built, hour by hour, around a fixed set of numbered Topic Slots — one per GDP Focus Sector panel and one per Hyper Focus Sector keynote. Until the actual subject of each session is finalised, every slot is shown on the website only as Topic 1, Topic 2 … through Topic N for that city and edition — never as an invented sector name or a guessed session title.
  • Sponsorship, speaker applications, delegate passes, and student Calls for Papers are all sold and applied for against a specific Topic Slot number, not a vague sector label.
  • Once a topic is finalised, its real title replaces ‘Topic N’ everywhere it appears — the underlying slot ID and any EOIs already lodged carry forward unchanged.
  • Every VBC city carries up to 16 Topic Slots — 10 GDP Focus Sector panel slots (5 Hall One, 5 Hall Two) plus 6 Hyper Focus Sector keynote slots (3 horizontal, 3 vertical).
Data note: this 16-slot count (10 GDP + 6 Hyper) describes panel/keynote scheduling; a separate reference elsewhere on the site describes ‘18 White Paper Manufacturing sessions’ per city (9+9, or 14 panels + 4 keynotes). Not silently reconciled — confirm the final per-city topic count with the founder before Topic Slot numbering is locked in WooCommerce.
